UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest study of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise restructuring services and using savings to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase council taxes next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Projections

A survey of regional authorities this week further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing local leaders across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey found.
